Pinellas County flood maps come from detailed coastal studies, so waterfront lots here generally appear as Zone VE with an established BFE. That gives your design team a specific elevation target from day one.
How Zone VE Differs From Zone AE
Both zones appear on coastal Flood Insurance Rate Maps inside the Special Flood Hazard Area and share the same 1% annual flood chance. Wave energy separates them.

Those forces explain why the elevation reference moves from the floor surface in AE to the bottom of the floor framing in VE, keeping the entire floor system clear of wave crests.
Coastal A Zone and the LiMWA
Some waterfront lots sit landward of the V zone line and still see meaningful wave action. FEMA maps this band as the Coastal A Zone, marked on the FIRM by the Limit of Moderate Wave Action.
The LiMWA marks the inland limit of the Coastal A Zone, the part of the coastal Special Flood Hazard Area where wave heights can run between 1.5 and 3 feet during a base flood event. Decades of post-storm observation show that waves as small as 1.5 feet can significantly damage buildings built without wave hazards in mind.
That evidence shaped modern codes. FEMA encourages building to V zone standards within the Coastal A Zone, and many local building codes require it. Florida builds to the Florida Building Code, 8th Edition (2023), which references ASCE 7-22 and ASCE 24 for flood-resistant design. The 9th Edition takes effect at the end of 2026.
The practical version: a lot labeled AE on the map can still call for open foundations and breakaway walls if it falls inside the LiMWA. Confirm where your lot sits relative to that line before you set a budget for the foundation.
The Three Core Structural Requirements

1. Open Foundations
The structure rests on wood pilings driven into stable soil. Open space beneath the elevated floor lets storm surge and fast-moving water pass through, holding the surface area exposed to hydrodynamic force to a minimum.
2. Elevation of the Lowest Horizontal Structural Member
This is the requirement most often misread. In Zone AE, the measurement point is the top of the finished walking floor. In Zone VE, it is the bottom of the beams supporting the floor system. Your structural framing depth becomes part of the elevation calculation, which affects overall building height, stair runs, and the look of the home from the street.
3. Breakaway Walls
Enclosing the space beneath the elevated living area is allowed, with conditions. Those walls are non-load-bearing and designed to collapse under flood loads between 10 and 20 pounds per square foot, so they fail cleanly and leave the piling foundation undamaged. Permitted uses below the BFE are parking, building access, and limited storage.
Residential buildings meet the flood standard through elevation. Dry floodproofing, where a structure is sealed against water below the BFE, applies to non-residential construction.
The 50% Rule and Lots With an Existing House
Many Pinellas waterfront lots come with a structure already standing. That changes the analysis.
When improvements or repairs to an existing building reach 50% of its market value, the work qualifies as a substantial improvement. The entire structure then must meet current requirements, including:
- Elevation to the BFE plus county freeboard,
- Open foundation standards in V zones, and
- Flood-resistant materials below the flood level.
On a V-zone lot with an older low-elevation home, the renovation path involves a new foundation system underneath the structure, breakaway walls, replacement of materials below the BFE, and relocated utilities. A clean rebuild frequently prices out lower.

Certifications Required for Permits and Insurance
Three documents carry a V zone project through approval:
- V Zone Design Certificate. A registered engineer or architect certifies that the foundation anchoring, structural design, and construction methods withstand simultaneous wind and water loads, including wave action and scour.
- Breakaway Wall Certification. Walls designed to resist more than 20 psf of lateral force require a structural engineer to certify safe failure during a base flood event.
- Elevation Certificate. After construction, a licensed Florida surveyor documents as-built elevations, including the lowest horizontal structural member. Surveys typically run $500 to $1,000. Since January 2017, Florida law requires surveyors to file each certificate with the Florida Division of Emergency Management.
